An Impact-Linked Fund Manager is an organization that uses grant funding to implement Impact-Linked Finance (ILF) instruments—from non-repayable incentives like Social Impact Incentives (SIINC) to repayable mechanisms such as Impact-Linked Loans or Revenue-Based Financing. These Impact-Linked Fund Managers are responsible for structuring, deploying, and monitoring such funds to reward social outcomes.

Type of funding within the ILFF’s scope
The ILFF is designed to manage grant funding only. However, those grants can be deployed by Impact-Linked Fund Managers as impact-linked investments—such as SIINCs or Impact-Linked Loans. ILFF acts as a “trust fund-as-a-service”, providing the operational, legal, and financial back-end infrastructure needed to manage such funds transparently and efficiently.
